“For the past twenty years since Soap lake ER has been in existence and for an unlnown number of years prior to that, cattle have been able to range throughout without hindrance thereby introducing an artificial element in an ER. Late in 1990, five enclosutres were constructed covering examples of diverse vegetation composition with the object of excluding livestock and allowing natural processes to operate unimpeded by outside influences——“
